CLIO AREA SCHOOL DISTRICT

VOTE MAY 5, 2020

2020 BOND PROGRAM

OVERVIEW

On May 5, 2020 voters in the Clio Area School District will be asked to vote on the first bond proposal  in 47 years to address our educational needs. The upcoming proposal comes as the result of an in-depth evaluation by district leaders, staff and community members to create a long-term strategic plan identifying current and future needs of district facilities.

FUNDS GENERATED

$40.6 million

for district improvements to include  installation of air conditioning, improved safety, technology improvements, energy efficiency upgrades, STEM labs, and re-configuring buildings to “right size” the district

TAX IMPACT

+2.25 mills

Combined with plan to reduce Sinking Fund from 2 mills to .5 mills.  The average impact for $100,000 home = $9.38 per month.

WHY NOW?

A vibrant school “Community” entices growth, stimulates the local economy and home value, a must for our school district to survive and thrive.

The market’s historically low interest rates will help reduce overall borrowing costs if the bond is approved.

With declining enrollment, we have excess capacity with some buildings housing little more than half the number of students they were designed for. Yet, we have to heat, maintain, clean, etc. these buildings with unused space. Reducing the number of buildings we operate from nine to four significantly cuts operating costs while bringing resources together.

DISTRICT PLAN

Right Sizing

With declining enrollment, we have excess capacity with some buildings housing little more than half the number of students they were designed for. Yet, we have to heat, maintain, clean, etc. these buildings with unused space. Reducing the number of buildings we operate from nine to four significantly cuts operating costs while bringing resources together.

Science and Technology

Upgrade technology across the district so that our students are prepared to compete for 21st Century jobs including the addition of STEM labs at both the High School and Middle School.

Safety and

Security

Nothing is more important than the safety and security of our students and staff. All schools will get security cameras with new windows and doors where needed as well as upgraded lighting.

HVAC and

Automated

Climate Control

Heating upgrades and Air Conditioning throughout all school buildings. With limited recesses and security requirement to keep doors and windows closed, air conditioning is no longer seen as a luxury.

Athletic Facility Upgrades

Install artificial turf at Pride Stadium making it available for not only football and soccer, but marching band, youth sports, hosting state tournaments and more while cutting maintenance costs.

Tax Impact

Clio Schools currently has no bonded debt and 1.9958 mills of Sinking Fund Millage. If the bond issue is successful, the Board has announced the Sinking fund millage levy will be reduced to 0.5000 mills, resulting in a total levy of 4.25 mills or an increase of approximately 2.25 mills over the current sinking fund levy.

FORMULA:  Taxable Value x 0.00225 = Annual Increase
